The Guiyang government in Guiyang, Southwest China's Guizhou province, issued proposals on achieving rural vitalization on Feb 27.

The document urged efforts to prevent villagers from slipping back into poverty, increase farmers' incomes, adjust rural governance, and deepen comprehensive reforms in rural areas to lay a solid foundation for Guizhou's five-year campaign to become a stronger capital city.

Statistics show that the grain and rape seed output of Guiyang and Guian New Area increased 2 percent year-on-year, higher than the provincial average. The government has put forward a goal for the two regions to achieve more than 70 billion yuan ($10.42 billion) in agricultural product processing output and initiate more than 20 big data-modern agriculture integration programs.

Guiyang is also expected to build 7,666.67 hectares of high-quality farmland and set up 10 municipal rural entertainment agriculture demonstration sites.

In addition, about 40,000 rural laborers from the countryside will be transferred to the city, and Guiyang will create 500 welfare jobs for rural residents and transfer 1,333.33 hectares of vacant lands.
